The policy is being revised to account for the reorganization of Equity and Access Services (EAS); to clarify procedures when the university initiates an investigation without a formal complaint; to create greater efficiency in resolving employee-on-employee discrimination complaints.

This policy is currently in interim status. This draft policy is the proposed permanent policy subject to the review provisions of the Creating and Maintaining Policies and Procedures Policy.

No substantive changes made since Interim status approval. The substantive changes made at that time were:

  • Changed references to Equity and Access Services (EAS) to Institutional Equity, Effectiveness and Success (IES) to account for the reorganization of EAS and Inclusive Excellence that occurred in February 2020.
  • Consolidated university-initiated investigations and administrative reviews into one section of the policy.
  • Shortened procedures by moving examples and explanations to the FAQs.
  • Broadened language regarding intake and investigation to permit VCU HR to handle staff-on-staff reports/complaints.
  • Added language to differentiate intake, preliminary inquiry and investigation.
  • Added language to more clearly define roles and responsibilities of IES and academic departments/employment units when there is no basis for resolution under the policy for a report/complaint.

The Preventing and Responding to Discrimination Policy  closely mirrors UVA’s policy on Preventing and Addressing Discrimination and Harassment. The changes to VCU’s policy are based on, and specific to, VCU’s operations and handling of discrimination reports/complaints.

The policy changes promote operational efficiency and will not result in civil rights compliance without any substantial impact to the larger university community.
